Contract notice: Broxbourne White Water Canoe Centre
The Olympic Delivery Authority (ODA) has issued a contract notice for the construction of the Canoe/Kayak Flatwater facilities for the London 2012 Olympic Games and Paralympic Games.
The Broxbourne White Water Canoe Centre, situated in parkland areas south of Broxbourne and to the west of Waltham Abbey, will host the Olympic Games Canoe Slalom preliminary and final competitions. The Centre is to be constructed on the overflow carpark to the Showground site in the River Lee Country Park. After the Games, the venue will be developed to become a major leisure attraction for canoeing and white-water rafting, as well as a major competition venue for elite events. The Centre will be managed by the Lee Valley Regional Park Authority, which owns the land.
The ODA has now put the contract out to tender for companies to construct the venue, including land formation and landscaping works, construction of a new pavilion, and the creation of an international standard Slalom Canoe course.

Interested bidders may only express interest via the eTendering website. Expressions sent by any other means will not be accepted. Those expressing an interest must complete the PQQ and are advised to submit expressions of interest (EOI) at the earliest opportunity in order to allow sufficient time for completion of the PQQ. Please note that interested bidders must meet the ODA's mandatory pre-qualification requirements.
The deadline for expressions of interest and completed PQQ submissions is 12pm BST on 30 June 2008 via the eTendering website.
Those successful in qualification will be invited to tender.

Experienced Security companies are invited to apply to attend industry briefing day
Following the initial programme-wide Security Industry Day in October 2007, the ODA has updated its security procurement packaging strategy. Two separate procurement packages will be combined to form one integrated solution, which will now be referred to as the Command and Perimeter Security System (CPSS).
CPSS will provide perimeter and vulnerable point security. It will include a range of perimeter security subsystems such as CCTV, alarms, access controls, and command and control and other crucial security functions. The supplier appointed will be responsible for the management, maintenance and integration of the overall system, much of which will be installed by other contractors, to ensure a robust, reliable, scalable and secure delivery.
Experienced companies, with a proven track record in delivering such systems, are invited to apply to attend this industry briefing day. Due to limited spaces only one delegate from each company can be accommodated.

CompeteFor – improvements!
As of mid May, and in direct response to business feedback, some slight modifications have been made to CompeteFor:
- Registration is now a one-step process – as a user you enter your personal details plus minimal organisation details - just sufficient to map you to a region and detect whether your organisation already exists on CompeteFor. You are then registered and can continue to complete your Business Profile if not already ‘published’.
- An enhancement useful for organisations with more than one person using CompeteFor has also been developed. The position had been that once the first user in an organisation had registered, when their colleagues registered they had to enter the exact organisation name, town, postcode and country in order to get matched to the correct organisation. When they had been matched, they had to contact the Helpdesk to validate they belong to the organisation. Some users entered slightly different details and ended up creating a new organisation in CompeteFor.
Instead, now the normal method of registration is by invitation from another user in the organisation. Any user can invite colleagues to register. You do so by accessing an ‘Invite a colleague’ feature on the portal. The invitee receives an e-mail with a link that takes them straight to the registration page with the organisation details already populated. No intervention from the Helpdesk is needed.
Other admin features have been added to help organisations administer their own users without Helpdesk intervention, e.g. to view a list of users, and disable users when they leave the organisation or change role. The latter feature is available only to the ‘Organisation Administrator’ (by default the first registrant). When a user is disabled, any opportunities or responses they own are reallocated to another user.
- Lastly, users can now upload up to three images, which are displayed in their public profile when published. This could of course help you stand out from your competitors. A separate ‘Marketing Information’ tab has been created on the Business Profile to accommodate the images. The existing ‘Marketing text’ and Core capability’ fields have been moved to this new tab. Please note that the Helpdesk will review all ‘Marketing Information’ content (images and text) and reject any inappropriate material before it can appear in the public profile!
Social Enterprise: Winning with 2012
A national project called ‘Social Enterprise: Winning with 2012’ is about to kick-off in the UK. The aim is to involve social enterprises to develop the delivery and legacy of the 2012 Olympic and Paralympic Games.
A series of ‘Enterprise Events’ around the UK are planned to offer the opportunity to build business partnerships and provide a forum for sharing best practice around obtaining contracts. The events will bring together a range of organisations, with at least one event taking place in each English Region.
An 'Enterprise Event' for the South East Region will take place on 3 June, at Caterham.
The project will ultimately create an Olympic Network to provide entrepreneurs a voice and to exchange best practice with regard to the Olympics.
‘Social Enterprise: Winning with 2012’ is comprised of a partnership between Social Enterprise London and Social Enterprise Coalition. It consists of two approaches:
Representing the voice of social enterprise from across the country to policy makers and procurers,- Providing up-to-date information from policy-makers and procurers to social enterprises across the country.

CompeteFor - London 2012’s ‘introductory agency’ launched for businesses seeking Olympic contracts
17 January 2008 saw the national launch of CompeteFor - the latest phase of London 2012’s Business Network. Described as a groundbreaking business ‘dating agency’, CompeteFor is a unique approach by London 2012 to open up its supply chains to ensure small medium sized enterprises (SMEs) really do have an opportunity to get involved. Over £6bn of work, as part of an estimated 75,000 future business opportunities covering direct contractors and their supply chains, will become available to tender for over the coming years. Around 15% of these will be opened up to new supply chains through CompeteFor.
Business Link Kent is funded by the South East England Regional Development Agency to support businesses across the County to access the opportunities, and will support businesses from the registration step through to being ‘published’, with additional training and support available according to individual business needs. Whilst launching CompeteFor, the Olympic Delivery Authority (ODA) announced an initial list of companies who have been successful in becoming London 2012 suppliers. As identified elsewhere in this newsletter, through CompeteFor around 15% of London 2012 contracts will be opened up to new supply chains, and we expect initial news of contracts awarded through CompeteFor to come through in the next few weeks and months.
The list below shows companies who have directly supplied the ODA, but demonstrates that Kent’s small and medium sized enterprises absolutely can get involved with supplying the 2012 Games.
